Established in 1968, Proviso Leyden Council for Community Action, Inc. (PLCCA) is a community action agency dedicated to advocating for social change, promoting community development, and empowering people through education, training, and supportive services. PLCCA serves approximately 30,000 low-income individuals and families each year across Proviso and Leyden Townships, Norridge, and the greater Chicago metropolitan area. Through more than 30 community-based programs, the agency supports children, youth, adults, seniors, working families, justice-involved individuals, job seekers, and people experiencing behavioral-health, substance-use, housing, food, utility, or other urgent needs.
PTMHC-Supported Programs and Shared Priorities
Joseph P. Abruzino Kidz N’ Klubs Golf Academy: PLCCA’s organizational overview identifies this youth initiative as funded by PTMHC. The program uses golf instruction, goal-setting, and self-assessment to build confidence, self-control, and motivation among Proviso Township youth ages 8–17 while promoting mental-health awareness and providing constructive alternatives to gangs and substance use.
Behavioral Health and 180 Degrees Case Management: PTMHC’s annual reporting documents funding to PLCCA under the mental-health service category. Within this service area, PLCCA’s 180 Degrees Case Management connects children and families in crisis with essential resources, counseling, and behavior-focused support that can help them move toward stability, self-sufficiency, and long-term success.
PLCCA’s programs are organized around three primary service pillars:
Children, Youth, and Family Services: PLCCA supports families from early childhood through young adulthood. Programs include Early Head Start Child Care Partnership, Preschool for All Expansion, childcare and family-support services, youth employment and leadership development, afterschool enrichment, truancy intervention, violence prevention, and the Joseph P. Abruzino Kidz N’ Klubs Golf Academy. These services promote healthy development, academic achievement, confidence, family stability, and positive alternatives for young people.
Behavioral Health and Medication Assisted Recovery Services: PLCCA provides outpatient mental-health counseling, case management, group supportive services, and trauma-informed screening and referrals for children, youth, adults, couples, and families. Programs such as 180 Degrees Case Management connect children and families in crisis with resources that foster stability and self-sufficiency. Our Medication Assisted Recovery program supports eligible teens and adults through substance-use assessments, counseling, medication-assisted treatment, outpatient care, DUI services, recovery referrals, and related supports.
Supportive and Program Services: PLCCA helps residents build economic security and address immediate needs through workforce training, job readiness, computer and financial literacy, utility assistance, emergency support, food and nutrition programs, community outreach, and affordable housing. Services include WIOA career assistance, the Illinois Youth Investment Program, LIHEAP and weatherization support, CEDA Women, Infants, and Children, Pearson VUE testing, intervention and diversion programs, and transitional and affordable housing.
PLCCA continues to promote the enhancement, development, and implementation of practical approaches to serving low-income residents and the total community. As a community action agency, we recognize the results that can be achieved when every facet of the community voluntarily joins together in a partnership to address common concerns. PLCCA firmly believes the result of our efforts will mean a family and community largely self-determined and therefore self-sufficient. PLCCA has been at the forefront in providing services that other agencies have traditionally avoided.
